Capiz PNP sets peace pact signing

ROXAS CITY, Capiz, March 7 (PIA6) – A peace covenant signing will be conducted by the Capiz Police Provincial Office (CPPO) for candidates in the May 2013 elections of Roxas City, Pan-ay town and the provincial government on March 13 at the Metropolitan Cathedral here.

The activity, in coordination with the Commission on Elections (COMELEC) and Parish Pastoral Council for Responsible Voting (PPCRV), is in line with the Philippine National Police’s (PNP) Safe And Fair Election (SAFE) 2013 campaign.

CPPO Public Information Officer SPO1 Donna B. Asmod said that a holy mass will be conducted prior to the political candidates signing of the covenant before witnesses that include local media practitioners, law enforcement authorities, barangay and COMELEC officials, non-government organizations representatives and criminology students.

“Other municipalities have already conducted the covenant signing in separate occasions,” Asmod noted.

During the program, Capiz police director Senior Supt. Domingo S. Cabillan will read the covenant which stipulates that local candidates will condemn threats, intimidation, use of private armed groups and other illegal activities to advance their respective political interests.

The covenant has been translated in Hiligaynon for a deeper understanding and appreciation of the candidates and Capiceños.

The activity will be graced by Police Regional Office (PRO) – 6 director Chief Supt. Agrimero E. Cruz, Jr. and Philippine Army’s 61st Infantry Batallion Commanding Officer Lt. Col. Cristopher C. Sab-it, Sr. and COMELEC Provincial Election Supervisor lawyer Elizabeth D. Doronila, among others.

The SAFE campaign aims to ensure that the 2013 elections is safe and free of violence.

Parents, officials should help ensure peace, order

ROXAS CITY, Capiz, Feb. 28 (PIA6) – Capiz officials called on the parents and barangay officials to join forces to ensure peace and order here.

In the recent emergency meeting of the Roxas City Peace and Order Council called by City Mayor Angel Alan Celino, councilor Powell del Rosario said that the parents play a vital role in ensuring that their children are under their watch in order that they will not be involved in any criminality.

Del Rosario also said that barangay officials equally have the role in securing their people and ensuring the peace and order situation in their respective areas.

He said that the city’s curfew ordinance for minors should strictly be enforced in order that children will not be wandering in the streets from 10 o’clock in the evening until 4 o’clock in the morning.

The emergency meeting of the RCPOC came after Mayor Celino feel alarmed of the series of robbery incidents in the city involving business establishments, houses and government offices.

“Children are being used by adults in the robbery operations because of the protection given by law to said minors,” del Rosario said, adding that the city’s Junkshop Ordinance requiring junkshop peddlers to have identification cards from the city licensing office must also be enforced.

On the other hand, the council members emphasized the need to heighten police visibility through an intensified police mobile and foot patrol as well as intensification of the police’s intelligence network.

The group likewise stressed that the barangays should also strengthen its "Ronda" patrol with the barangay civilian volunteer organization, barangay tanod and Barangay Peacekeeping Action Teams (BPATs). (JCM/JBG/PIA6-Capiz)

BJMP calls on public support for rehabilitation of inmates

ROXAS CITY, Capiz, Feb. 15 (PIA6) – Family and community support are needed for the development and rehabilitation of inmates.

Roxas City Bureau of Jail Management and Penology Warden Jairus Anthony Dogelio emphasized that the family and the people in the community should be ready to help and provide assistance to the inmates for them to become better and more productive citizens.

“Those who are in jail could have done wrong only because of some circumstances that are beyond their control,” he said.

He also appealed to the public to provide support and understanding instead of discriminating and making them outcasts of society.

“As part of empowering and building up of the inmate’s self-confidence, we are now calling them as “residents”, he said, adding that they are also renaming the Cell Numbers into Barangays.

Dogelio said that for the 134 inmates in said jail, of whom 128 are males and six are females, they are initiating several programs to change the residents to become better and more productive individuals while under the government’s custody.

He revealed that some of the residents are into livelihood activities such as the hollow blocks and candle making as well as woodcraft and handicraft making to augment their family income.

“As part of our livelihood program for them, we have already conceptualize the paper bag making which is also in support to the Roxas City’s No Plastic Days ordinance” he said.

Dogelio also revealed that during the recent registration of voters, a total of 68 detainees were initiated to be registered with the Commission on Election.

He said that the provision of paralegal services, , recreation and physical fitness activities, skills training and knowledge and updated information through its “Bantay Ko, Guro Ko” Alternative Learning System, aside from the livelihood program, the inmates are given hope and importance as we continue to give value and dignity to their lives while in jail.

Dogelio said that because of the new programs in the correction system which is a social responsibility to prepare the inmates for mainstreaming in the community, they have widen their insights and capacity to become useful and productive citizen as they look forward to be back to their respective families.

On the other hand, he is hopeful that the fencing of the additional 1,000-square meter lot donated by former Roxas City Health Office head Dr. Evelyn Sicad will provide more space to the inmates for their livelihood, training and therapeutic activities.

Firemen to draw blood

ROXAS CITY, Capiz, Feb. 6 (PIA6) – A bloodletting activity will be conducted by the Roxas City Fire Marshal of the Bureau of Fire Protection (BFP) on Feb. 8 at Capiz State University (CapSU) – Dayao campus here as part of its efforts to provide blood supply to the Philippine Red Cross (PRC) – Capiz chapter.

We target about 80 bags of blood during this activity,” said BFP – Roxas City Public Information Officer FO3 Marlon Garbo, adding that the same activity was also conducted last year in view of the National Fire Prevention Month.

Garbo also noted that the scheduled mass blood donation is in time with the increasing demand for blood supply because of the rising dengue cases in the province.

Based on Capiz Epidemiological Surveillance and Response Unit (CESRU) records, there are already 101 cases of dengue fever in the province from Jan. 1 to 19 this year.

Blood donors during the activity will be composed of firemen, CapSU criminology students, Barangay Dayao officials as well as residents and other walk-in clients.

Capiz disaster team train on ICS

ROXAS CITY, Capiz, Feb. 3 (PIA6) – Capiz disaster responders vow to apply the proper procedures in handling any situation.

This, after the Office of the Civil Defense Regional Office VI conducted a three-day Basic/Intermediate Incident Command System (ICS) training course to the selected 40 members of the Capiz Provincial Disaster Risk Reduction and Management Committee on Response with some representatives from the two towns, namely Sigma and Sapian.

Capiz Police Provincial Director Domingo Cabillan, who is also the province’s PDRRMC Vice Chairperson, said that the training course recently conducted in Iloilo City, will be of great help especially in handling not only disaster responses but also of other events and situations.

“Our learning’s in the three-day training course is a timely input in managing events especially that Capiz will be hosting the Western Visayas Regional Athletic Association (WVRAA) meet this February as we want the delegates to be safe and secure while staying in the province,” he said.

Cabillan added that in the ICS training, the roles, scope and functions of everyone who are directly involved in incident operation and management are clearly defined.

On the other hand, OCD Regional Director Rosario Cabrera pointed out that the training on ICS for disaster responders is aimed to ensure the effective and efficient response operation at the scene level.

Cabrera said that the National Disaster Risk Reduction and management Council through the OCD in the country is taking in lead in the implementation of disaster management with different partner agencies such as the Department of Health, Bureau of Fire Protection, Armed Forces of the Philippines, Philippine National Police, Department of Social Welfare and Development, Philippine Red Cross among others.

She also stressed that the training of responders who are members of the local DRRMCs is based on Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010.

She said that Capiz is last province that underwent said three-day ICS training which was participated in by representatives from the PNP, Philippine Army, PRC, Provincial Social Welfare and Development Office, PDRRM Office, volunteer groups, Philippine Coast Guard, BFP and Philippine Information Agency, among others.

‘Oplan Katok’ to account for loose guns in Capiz

ROXAS CITY, Capiz, Jan. 24 (PIA6) – A house-to-house campaign to reach Capiceño gun owners with expired firearms license is ongoing in Capiz as part of the PNP’s “Oplan Katok” nationwide campaign.

“We started the home visitation last Dec. and will continue until all owners of unlicensed as well as expired license guns have been reached,” said Capiz police director S/Supt. Domingo S. Cabillan in an interview over Bombo Radyo here.

The Capiz Police Provincial Office is willing to help facilitate expired gun licenses at the PNP national headquarters at Camp Crame in Quezon City.

There are about 3,000 gun owners with expired licenses in the province.

The figure forms part of the estimated 33,000 number of guns with expired licenses in the region as of August 2012.

Cabillan said that unlicensed firearms, considered loose firearms, will be subjected to court action if concerned owners will not respond on the heed to renew their respective guns.

The province’s top cop also clarified that renewal as well as application for gun license is not hindered by the Commission on Election’s (COMELEC) gun ban which started last Jan. 13 and will end on June 12.

40 Capiz cops get promotions

ROXAS CITY, Capiz, Jan. 24 (PIA6) – A total of 40 policemen in Capiz got promoted to a higher rank, Information Officer Donna Asmod of the Police Provincial Office said.

The newly promoted police officers had their pinning of rank insignia ceremony, January 22, at Camp Apil here.

Asmod said that the pinning of rank insignia was led by Capiz Police Provincial Director Domingo Cabillan with PNP Special Action Force Officer-In-Charge Angelo Camuyot, Capiz businessman Pablo Chu assisted by the families of the promotes.


For his part, Cabillan lauded the policemen for their dedication to the police service as he thanked the families of the promoted policemen for their support and understanding of the nature of the police work.

Cabillan stressed that the promotion of police officers is a reward for their hard work as he urged them to be proud of it and to continue to do the good work.


In an order dated January 17 this year, Asmod said Police Inspector Ness Vargas was promoted to Police Senior Inspector effective December 31,2012, she said.

From Senior Police Officer 2, Honorato Barrido, Numeriano Brillo, Edmundo Febrada and Mark Anthony Garcia were promoted to SPO3, while SPO1 Glendalyn Tabia, Arthur Vasquez and Cleofe Diaz were promoted to SPO2, Asmod said.

She added that Police Officers 3 Jose Dexter Paulin and Tomas Obligar Jr. have also been promoted to SPO1, while PO2 Raul Almojen, Jonilo Amangca, Ramil Arcangeles, Garry Arcenas, Adonis Barbasa, Roger Barrera, Oyie Bernaldes, Jonathan Boleño, Pablo Lerona, Antolin Sumatra, Bonifacio Vergara and Elvis Villasis were promoted to PO3.

Promoted to PO2 are Rita Alcayde, Shaney Allanic, lord Amosig, J-R Apresurado, Nenia Arcenas, Robelyn Astros, Neldy Lyn Baquilar, Herrafe Barrera, Clarck Beriana, Emil Caldeo, Stephen David, Michael Dela Rama, Noel Delatina, Rolyn Boy Fernandez, Jeanette Hijosa, Fredicindo Talabucon, Jr., Lou Jacinto Robles and Jerson Vigo.

CAPELCO nabs 91 power thieves in 2012

ROXAS CITY, Capiz, Jan. 23 (PIA6) – Ninety – one member – consumers of the Capiz Electric Cooperative (CAPELCO) were caught committing electricity pilferage activities last year.

The campaign has recovered 93,991 kilowatts,” said CAPELCO Public Information Officer Kenneth Tipon, adding that concerned violators are obliged to pay a computed amount of stolen kilowatts from the cooperative.

Illegal use of electricity is penalized under Republic Act 7832 referred to as the “Anti-electric and Electric Transmission Lines/Materials Pilferage Act of 1994.”

He added that CAPELCO has adopted since 2007 the “Text a Power Thief Campaign” to encourage wider participation form the cooperative’s 130,000 member consumers in the campaign against power pilferage.

The campaign gives a free load to anybody who can give a confirmed report on persons who pilfer electricity on the first come or text basis.
Tipon added that the initiative aims to reduce system loss.

Capiz PNP readies for poll gun ban

ROXAS CITY, Capiz, Jan. 8 (PIA6) – The Capiz Police Provincial Office (CPPO) is intensifying its information dissemination campaign on the poll gun ban from Jan. 13 to June 12 in view of the 2013 local and national elections.

Capiz police director S/Supt. Domingo S. Cabillan said he is calling for a meeting with Chiefs of Police to brief them about COMELEC resolutions.

He added that he is also making himself available for local media interviews to heighten public awareness about the prohibition in the bearing, carrying or transporting firearms or other deadly weapons to ensure a peaceful and orderly elections in May.

“Toy guns are subject for confiscation because these are replica of actual firearms,” the province’s top cop said.

Based on a COMELEC resolution, only uniformed members of the police, the military and other law enforcement agencies including the Presidential Security Group who are performing actual duties are authorized to bear their weapons during the gun ban period.

Use of security personnel or bodyguards by candidates, unless authorized in writing by the Commission and organization or maintenance of reaction forces, strike forces or other similar forces are prohibited.

LTO to strictly enforce motorcycle helmet act

ROXAS CITY, Capiz, Jan. 3 (PIA6) – The Land Transportation Office is all set to enforce Republic Act 10054 otherwise known as the Motorcycle Helmet Act of 2009, Roxas City LTO Information Officer Isidro Alex de Vicente said.

He disclosed that they will conduct a full-blast operation anytime in the different towns in Capiz including here in Roxas City.

De Vicente added that they will also closely coordinate with the Philippine National Police in the different police stations in the entire province for the enforcement of said law.

Under the law, a penalty of P1,500 for the first offense, P3,000 for the second offense, P5,000 for the third offense, P10,000 plus confiscation of driver’s license for the fourth and succeeding offenses will be meted for driving without wearing any helmet or without the standard protective motorcycle helmet and/or failing to require backrider/s to wear the standard protective motorcycle helmet, he stressed.

On the other hand, almost 95 percent of helmets of registered motorcycles in Capiz had been verified and issued with stickers.

Capiz Trade and Industry Provincial Director Ermelinda Pollentes said a total of 8,233 helmets of registered motorcycles in Capiz were verified and issued with stickers as of December 28,2012 which was the deadline for said verification.

She added that based on the 2011 record from the Land Transportation Office (LTO) here, there are about 14,000 registered motorcycles in the province, to include those being used for tricycle operation in Roxas City and some towns here.

Pollentes said that at present they are focusing their inspection activities in the retailers and dealers of motorcycles and helmets and ensure that protective helmets that are being sold to the public are bearing Philippine Standard (PS) or Import Commodity Clearance (ICC) sticker.

She pointed out that business establishments may be fined P10,000 for the first offense or P20,000 for the second offense if the same sell or deal a new motorcycle unit without making available a new standard protective motorcycle helmet to the purchaser, or sell, deal, distribute substandard motorcycle helmets or those which do not bear the PS mark or the ICC mark, or for tampering, altering, forging and imitating by a seller/dealer of the PS mark and the ICC mark in the helmets.

Protective helmet is intended to primarily protect the wearer’s head against impact and is designed to reduce the chances of serious head, brain, and facial injuries and death from motorcycle crashes but are not designed to prevent injuries to other parts of the body. (PIA/Jemin B. Guillermo)

Capiceños celebrate Christmas peacefully

ROXAS CITY, Capiz, Dec. 26 (PIA6) – No fire incidents during the Christmas Day celebration have been recorded by the Roxas City Fire Marshal of the Bureau of Fire Protection in line with its fire safety consciousness campaign during the holiday season.

Based on the Provincial Health Office, the province has also not registered any victim of stray bullet and watusi ingestion as of Dec. 26 records.

However, two firecracker-related injuries were recorded last Dec. 25 from Pontevedra town.

The Capiz Police Provincial Office (CPPO) in coordination with the PHO, BFP, Department of Trade and Industry and concerned local government units has strengthened the enforcement of “Aksyon Paputok Injury Reduction (APIR) in order to minimize harm during the Christmas and New Year’s Eve celebrations.

Capiz police director S/Supt. Domingo S. Cabillan has also directed all local municipal police stations to conduct house-to-house visitation and other information dissemination activities in view of the APIR campaign.

Policemen also helped in posting APIR campaign posters from the Department of Health last week in school premises, malls, markets and other various strategic locations in the province.

“For our part, all PNP personnel’s firearms were muzzle taped last week to ensure that no policeman will be involved in indiscriminate firing,” Cabillan said in a CPPO press release.

DOH's APIR to highlight ‘shame factor’

ROXAS CITY, Capiz, Dec. 21 (PIA6) – Firecracker – related injuries reporting will start Dec. 21 and will end on Jan. 5 in line with the “Aksyon: Paputok Injury Reduction” (APIR) – Reloaded campaign toward a safer holiday celebration.

Capiz Health Education and Promotions Officer Joeffry Espiritu said that various information dissemination activities in view of the intensified APIR campaign that included media interview and talk with Municipal Health Officers were conducted early this month.

This year the campaign focuses on shame factor after being a victim of firecracker,” he stressed.

Espiritu explained that it is really in an embarrassing situation after the holiday celebration to be with missing fingers and other physical deformities due to firecracker – related injuries.

Previous years Kontra Paputok campaign focused on “fear factor” by coming up with posters of firecracker – related injuries to discourage use of firecrackers during Christmas and New Year’s Eve celebrations.

In 2011, records from the Provincial Health Office showed that 29 were injured by firecrackers and improvised canons (boga) that include 18 blast burns with no amputation and 11 eye injuries.

APIR focuses on the complete set of fingers representing five reminders to prevent injury and five suggestions to keep safe while celebrating the holidays.

These reminders state that fireworks cause injuries and endanger health, children should not use any fireworks, keep safe and away from exploding fireworks, never pick used fireworks and seek immediate medical treatment for all firework injuries. (JCM/Alex A. Lumaque/PIA 6 Capiz)

BFP to recognize firefighting partners

ROXAS CITY, Capiz, Dec. 12 (PIA6) – The Bureau of Fire Protection (BFP) in Capiz will give recognition to various offices and institutions which have been supportive to the fire fighting campaign on Dec. 14 at the Roxas City Fire Station.

The activity is in line with the 39th Fire Service Recognition Day.

BFP – Roxas City Public Information Officer FO2 Marlon Garbo said that the Day will include a motorcade, thanksgiving mass and a program which will highlight on the awarding ceremony.

Outstanding firemen in the province will also be recognized during the program, he added.

“There will be also a fire olympics among firemen on Dec. 17 to 19,” Garbo stressed, noting that the participants will come from various local fire stations in the province.
The annual event of the BFP intends to pay homage to the 10 firefighters who lost their lives in Rockwell Power Plant fire incident on Dec. 14, 1973 by giving awards and commendations to deserving firefighters and BFP partners.

BFP lectures on safe handing of firecrackers

ROXAS CITY, Capiz, Dec. 5 (PIA6) – About 70 interested firecracker retailers in the province attended the fire safety lecture on Nov. 28 at the Bureau of Fire Protection (BFP) here.

“Participants were given Certificate of Attendance that will be used by the retailers in securing PNP clearance and local government unit (LGU) permits to sell firecrackers,” said BFP Roxas City Public Information Officer FO2 Marlon Garbo.

Garbo is also one of the speakers in the three-hour lecture.

He added that the participants were taught on how to establish their stores in a manner that accidental fires will be minimized at the firecracker trade zones to be designated by the concerned LGU.

“Every stall must have fire extinguisher, a pails of sand and water, no-smoking sign boards and be separated by a partition with iron sheet,” he stressed.

He added that cooking and putting of electrical outlets as well as bringing of children by the retailers are not allowed in the trading areas.

The next fire safety lecture for interested firecracker retailers will be on Dec. 7.

The firemen are also in close coordination with the PNP and Department of Trade and Industry to ensure that firecracker trading zone will be strictly observed and the merchandise will only come from accredited firecracker producers. (JCM/Alex A. Lumaque/PIA 6 Capiz)

142 new privates add to 3ID strength

ROXAS CITY, Capiz, Nov. 26 (PIA6) – Graduation and induction ceremonies officially completing the 19-week training on the Candidate Soldier Course (CSC) of 142 new privates were held last Nov. 23 at the 3rd Infantry Division (3ID) of the Philippine Army based at Camp Macario Peralta, Jr. in Jamindan town.

The graduates also received their service M-16 armalite rifle in a ceremonial entrustment of firearms which was highlighted by the participation of invited civilian guests during the graduation activity.

“Your oath comes with great sacrifice, you will sacrifice your freedom to ensure the sovereignty of the land, your treasure so that others may enjoy an environment of peace and security and your lives so that others may live,” 3ID commander Major Gen. Jose Z. Mabanta, Jr. told them.

“Today you will set out as advocates of peace and protectors of the people and the state,” he added.

The new privates were among the 833 applicants for Class 295-12 who underwent a 12-week rigid training on basic military course and seven weeks of jungle warfare operations course.

Privates refers to the lowest rank in the military organization.

During the ceremony, outstanding graduates were given certificates and proficiency awards based on their mental and physical performance in the course duration.

For his part, Binggawan, Iloilo mayor Mattt P. Palabrica who was the graduation guest speaker underscored the importance of local government units (LGUs) support and assistance in any peace effort as he pledged to help any peace initiative as long as it is within the bounds of law.

“Your profession may cost your life, so please take care of your body and soul” Palabrica reminded the new soldiers.

Qualified for the CSC are bona fide Filipino citizen, single, 18 – 26 years old, at least high school graduate with skills; must be single; physically and mentally fit, no pending cases in court, and passed the aptitude test among others. (JCM/AAL/PIA 6 Capiz)

PNP Capiz to focus on election hot spots

ROXAS CITY, Capiz, Nov. 22 (PIA6) – The Philippine National Police will be giving priority attention to the election hotspot areas in Capiz.

Capiz Police Provincial Director Domingo Cabillan disclosed that they have identified so far 66 probable election hot spot barangays in the province.

He explained that the said areas of concerns are identified due to the intense political rivalry and insurgency.

Cabillan said that five areas in Capiz namely Roxas City, Panay, Pontevedra, Ivisan and Dao have no identified hot spot barangays.

Of the 66 election areas of concerns, 10 barangays were identified in Maayon and nine in Cuartero, eight in Pilar, six each in Dumarao and President Roxas, five each in Sigma and Mambusao, three in Dumalag and two each in Panitan, Sapian, Jamindan and Tapaz.

He said that the active involvement of the community will greatly help to the PNP’s thrust in ensuring honest, peaceful, free and orderly elections next year.

Cabillan likewise said that the PNP’s Public Safety Company plus the Barangay Peacekeeping Action Teams (BPATs) and other volunteer groups will be their force multipliers in maintaining peace and order in Capiz. (JCM/Jemin B. Guillermo/PIA6-Capiz)

Capiz cops briefed on election laws

ROXAS CITY, Capiz, Nov. 14 (PIA6) – A lecture on election – related laws was conducted by the regional legal service of Police Regional Office (PRO) – 6 in Capiz Nov. 13 at the Governor’s Hall of the Provincial Capitol here.

Roxas City Police Station (RCPS) Public Information Officer PO3 Ramil Arcangeles said that the half-day activity refreshes and gives advance information among the participants composed of all Chiefs of Police, police investigators and Special Action Force (SAF) members.

PRO – 6 regional legal service chief Supt. Ehdel Pereira initiated the activity through the help of RCPS chief Supt. Salvador Dagoon, Jr.

Among the speakers of the activity were Commission on Elections Provincial Election Supervisor lawyer Wil Arceño, Pereira and his colleague Senior Insp. Dennis R. Gabihan of the PRO – 6 regional legal service.

Arceño discussed the duties and responsibilities of policemen before, during and after the May 2013 national and local elections while Pereira and Gabihan tackled election gun ban, checkpoints and related laws, rules and regulations.

Recently, PRO – 6 director Chief Supt. Agrimero Cruz, Jr. said that the gun ban in view of the elections will start on Jan. 13 and will end on June 12 this year.

Bearing, carrying or transporting firearms or other deadly weapons, unless authorized in writing by COMELEC will be prohibited to ensure a peaceful and orderly elections next year.

Only uniformed members of the police, the military and other law enforcement agencies including the Presidential Security Group who are performing actual duties are authorized to bear their weapons during the gun ban period.

Capiceño now 3ID asst. commander

ROXAS CITY, Capiz, Nov. 7 (PIA6) – A Capiceño is presently the assistant division commander of the Philippine Army’s 3rd Infantry Division.

Brigadier General Lysander Suerte, who is a native of Dumarao, Capiz, who was recently installed as assistant to 3ID Commanding General Jose Mabanta, Jr. is also the chief of the Division’s Office of the Ethical Standards and Public Accountability.

In addition, Suerte also acts as the Human Rights Officer, 3ID Public Affairs Office head Enrico Gil Ileto said.

He explained that the Office of the Ethical Standards and Public Accountability chaired by Suerte is an anti-graft office that has an exclusive investigative jurisdiction over active military personnel and regular civilian employees.

Ileto also stressed that as Human Right Officer of the Division, Suerte is responsible to ensure respect for human rights to be observed by all soldiers within their area of jurisdiction.

For 3ID Commanding General Mabanta, Suerte’s joining in the 3ID’s top post will greatly help the soldiers in sustaining the gains in the implementation of its Internal Peace and Security Plan-Bayanihan and the Army Transformation Roadmap which are geared toward winning the peace in the countryside.

Mabanta likewise said that the homecoming of Suerte to Capiz is an opportunity for the latter to serve his fellow Capiceños.

On the other hand, Ileto revealed that Suerte, who succeeded Brigadier General Jonas Sumagaysay, is a member of Philippine Military Academy "Sandigan" Class of 1982 who holds a degree of Master of Arts in Melbourne, Australia and a Master in Business Administration at the National College of Business and Arts.

Suerte is a versatile officer who rose through the chain of command from being a platoon leader in the 3ID’s 11th Infantry Battalion to a commanding officer of the 6th Light Armor Company and later as the commander of 3ID's 12th Infantry Battalion, he said. (JCM/Jemin B. Guillermo/PIA6-Capiz)

Police, coast guard on full alert for Undas

ROXAS CITY, Capiz, Oct. 30 (PIA6) –The Philippine National Police is on heightened alert to ensure peaceful and safe observance of the All Saints Day and All Souls Day in Capiz.

Capiz Police Provincial Director Domingo Cabillan said that starting October 31, they are on red alert here as the country observes the All Saints Day and All Souls Day holidays.

He said that he has already conducted a command conference with all the police chiefs in the entire province here to discuss the different measures for the said celebration.

Cabillan said that mobile and foot patrols will be instituted for increased police visibility, particularly in the cemeteries and other public converging areas.

He stressed that each police station will be establishing their respective PNP assistance desks in the entrance of the cemeteries as well as in the various transport terminals.

Cabillan said that as Directed by PNP Chief Director General Nicanor Bartolome, all police personnel must be in their respective posts to respond to any eventuality.

He likewise warned the public to take extra precautions to avoid snatching while going to the cemeteries.

On the other hand, Roxas City Philippine Coast Guard Station Commander Jimmy Oliver Vingno revealed that they are also on full alert for the observance of the Undas.

He said that to assist passengers at the Culasi Port here, they have established a passenger assistance center.

DAR partners with PDRRMC for disaster preparedness

ROXAS CITY, Capiz, Oct. 23 (PIA6) – Everyone must be resilient to the hazards brought about by different disasters.

Capiz Department of Agrarian Reform Provincial head Maria Teresa Valencia said that the conduct of preparedness training and drill will provide the public with the needed knowledge and skills in mitigating the impacts of both man-made and natural disasters.

Valencia stressed that they have been conducting continuous lectures and earthquake and fire drill to their employees in coordination with the Provincial Disaster Risk Reduction and Management Council here for their safety and the safety of their family members.

She said that the feedbacks by the evaluators will make them more prepared and take measures to address their weaknesses.

Valencia likewise said that their Disaster Risk Reduction and Management Plan was mainstreamed in their Gender and Development Plan to have a more comprehensive and realistic plan.

“This is already the second time that we conduct the fire and earthquake drill and we see some improvements in our preparedness skills,” she said, pointing out that the same has been included in their regular annual activities.

The PDRRMC has also been leading other national and local government agencies, schools and private entities in Capiz in the conduct of orientation and fire as well as earthquake drill.

The activity has the active participation of different agencies such as the Philippine Volcanology and Seismology, Bureau of Fire Protection, Philippine Atmospheric Geophysical Astronomical Administration, Department of the Interior and Local Government, Philippine National Police, Philippine Red Cross, Department of Public Works and Highways, Philippine Information Agency and volunteer groups.

The conduct of disaster orientation and drill is in consonance with Republic Act 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010 which aims among others the upholding of the people's constitutional rights to life and property by addressing the root causes of vulnerabilities to disasters, strengthening the country's institutional capacity for disaster risk reduction and management and building the resilience of local communities to disasters including climate change impacts.
