Agri-fishery survey up in Capiz

ROXAS CITY, Capiz, March 11 (PIA6) – Capiceños are urged to provide support in the ongoing survey on agriculture and fisheries.

Capiz National Statistics Office head Engineer Frankie Dordas said that the Census on Agriculture and Fisheries (CAF), which already started last February 25, need public support in order to generate accurate and complete information from the grassroots.

He added that the CAF is a nationwide undertaking that is geared towards the collection and compilation of data on the country’s agriculture, aquaculture and fishery sectors.

Nationwide, NSO hired and trained about 22,000 team supervisors and 45,000 enumerators to undertake the different phases of field operations, he said.

In Capiz alone, Dordas revealed that a total of 654 personnel were hired, 438 of whom are census enumerators and the other 216 are team supervisors.

He explained that the survey team is currently conducting the listing of households and enumeration of agricultural, aquacultural and fishery operators in the 473 barangays in Capiz.

“The data being collected is based on 2012, that is, from January to December 2012,” Dordas said.

He added that expected to be gathered in said census are information on agriculture such as the characteristics of operator or hire manager, physical area of the holding, tenurial status, land utilization, irrigation facility, crops planted, and livestock and poultry raised.

Dordas pointed out that for aqua farms, the type, location and size of aqua farm and the species cultured will be asked.

“For fisheries, the enumeration will focus on the characteristics of fishing operators, category of fishing operation, tonnage of fishing boats or vessels used, and the kind and number of fishing gears,” he said.

According to him, the survey likewise include the community module which hopes to obtain information on agriculture or fisheries facilities and services, dominant terrain, and destructive natural calamity in the past five years in all the barangays in the country.

Considering the importance of generated data in planning and policy formulation, Department of the Interior and Local Government Secretary Mar Roxas has directed all local chief executives, including the barangay captains and DILG officials to provide support for the successful conduct of the said survey. Information officers reminded of PNoy’s dev’t. thrusts

ROXAS CITY, Capiz, March 6 (PIA6) – Public information officers were reminded of their important role in achieving the government’s five development thrusts.

Western Visayas Regional Director lawyer Ma. Janet C. Mesa of the Philippine Information Agency, during the induction of new set of officers and board of director of the Capiz Association of Government Public Information Officers (CAGPIO), March 5, stressed that public information officers should not only be advocates of the programs of their respective agencies but of the entire government bureaucracy.

Mesa said that everyone in the government should be information officers , who are to advocate to the public what the government is all about, what it is trying to do and what it is trying to achieve.

She also reiterated that all the efforts of President Benigno S. Aquino III administration is focused on the development thrusts, namely good governance, economic development, human development, climate change and justice, pace and security.

“It is the role of the information officers to inform, educate, communicate and inspire people who have lost hope that their life will be better and that a brighter future awaits them,” Mesa stressed.

She also urged members of the CAGPIO to be the motivating spark to their co-employees and intensify advocacy efforts in letting the people to be aware, understand and accept the government’s direction for the development of the country.

Mesa likewise emphasized that the government has been trying to put everything in place so that everyone is attended to and served.

She also extended her thanks and appreciation to Roxas City Mayor Angel Alan Celino and the provincial government of Capiz headed by Governor Victor Tanco for the untiring support and assistance to the CAGPIO and the PIA that had helped so much in attainting the set goals.

On the other hand, Mayor Celino acknowledged the role and responsibility of the public information officers in bringing the truth and correct information to the citizenry.

He likewise assured the CAGPIO and the PIA for the city government’s support to the various programs, projects and activities that are geared towards the development of the people.

Capiz readies for the May election

ROXAS CITY, Capiz, Feb. 23 (PIA6) – Preparations for the forthcoming May 2013 midterm elections have already put in place.

In the recent conference of the Joint Provincial Security Coordinating Center headed by Capiz Election Supervisor lawyer Elizabeth Doronila, different issues pertaining to the said upcoming elections were given emphasis.

Western Visayas Commission on Election Regional Director Renato Magbutay, during the conference, directed all the city and municipal election officers to perform well their tasks and responsibilities during the electoral process and to coordinate matters to the center that are needing police or military assistance.

Information Officer Donna Asmod of the Capiz Police Provincial Office said that PNP Provincial Director Domingo Cabillan, on the other hand, emphasized the importance of coordination among members of the PJSSC.

Cabillan, she said, also directed his staff officers and chiefs of police to strictly follow the guidelines set by the Commission and to avoid lapses in the performance of their duties and ensure a secured and fair election in Capiz.

Asmod said that the PJSSC meeting was also attended by Philippine Army’s 61st Infantry Battalion Commanding Officer Christopher Sab-it, Asst. COMELEC Regional Director Felicisimo Embalsado, PNP Special Action Force Commander Angelo Camuyot, city and municipal election officers in Capiz.

Part of the conference was the discussion on the salient provisions of the election law such as COMELEC Resolution No. 9091 or the Calendar of Activities and Periods of Certain Prohibited Acts, COMELEC Resolution No. 9026 or the Request for the Concurrence of the President in the Deputation of the AFP and the PNP, and COMELEC Resolution No. 9028 or the Rules and Regulations on the Bearing, Carrying or Transporting of Firearms and other deadly Weapons; and the Employment, Availment or Engagement of the Services of Security or Bodyguards Personnel, among others.

On the other hand, Asmod revealed that of the 16 towns and one city in Capiz, 12 of which had already signed the respective peace covenants of the aspiring local candidates which showed their commitment to uphold non-violence during the conduct of the May 13 elections. (PIA/Jemin B. Guillermo)

ROXAS CITY, Capiz, Feb. 21 (PIA6) – Secretary Mar Roxas (Sec Mar) of the Department of the Interior and Local Government (DILG) watched and cheered in a football game in the ongoing Western Visayas Regional Athletic Association (WVRAA) Meet last Feb. 20 at the Villareal Stadium here.

The game was between Capiz and Antique booters at the elementary level.

We would like to greet and welcome the delegates,” said the Capiceño cabinet secretary who also interacted with local tri-media practitioners before gracing the opening ceremonies of the WVRAA’s cultural competition.

Roxas has also introduced a football coach from Metro Manila who formed part of his party upon arrival at the stadium to Capiz football team coach.

The five-day sporting event kicked off Feb. 18 with a colorful traditional parade of the delegations from Aklan, Antique, Guimaras, Iloilo, Negros Occidental and Capiz from the public plaza here to the stadium.

About 4,000 athletes, coaches and WVRAA officials gathered for the 17 sporting events in both elementary and secondary level.

Local officials: People's participation in governance can be done through consultation
QUEZON CITY, Feb 11 -- Local chief executives said in a TV talk show that people's participation in governance can be done by holding public consultations on vital local issues.
In today’s edition of Paghahanda para sa Hatol ng Bayan, Mayor Hernani Braganza of Alaminos City, Pangasinan said that their city budget undergo consultations with non-government and people's organizations before these are adopted.
Paghahanda is one major project undertaken by People's Television Network and its partners under Media ng Bayan.
Mayor Braganza said that public consultations are held by the city government to get feedback from civil society organizations on priority projects.
City development councils, composed of local barangay officials and sectoral representatives, also review the proposed budget for the city. At times, councils submit a reduced city budget after review.
Rosario (Cavite) Mayor Jose Ricafrente, for his part, said that municipalities call on sector representatives whenever new ordinances are proposed for implementation.
He said that if the matter involved public transport fares, they would invite tricycle operators and drivers associations and other similar organizations.
He said that sectoral and barangay leaders are always consulted during budget hearing on projects that will be carried out in their areas.

Capiz media urged to partner for development

ROXAS CITY, Capiz, Feb. 9 (PIA6) -- Media practitioners should be partners in the delivery of services for the welfare of the people.

Capiz Chief Legal Officer and Provincial Administrator Jose Villanueva challenged media practitioners of Capiz to always stand to the truth and must always maintain the quality of credibility and integrity.

Villanueva, who was the guest speaker during the induction of officers and oath-taking of new members of the Kapisanan ng mga Brodkaster ng Pilipinas-Capiz Chapter, pointed out that mediamen should always adhere to the truth and should stand to it whatever it costs.

He also reminded journalists that in dealing with issues, they should criticize not the dignity and honor of the person but only the act of the person as the latter could be corrected, while the former, once destroyed, is irreparable.

He likewise reminded public officials to be open to criticisms by the members of the media and be ready to accept the faults and to react immediately by correcting the same.

Villanueva urged journalists here to continue to be partners in public information to make the province of Capiz fly high in terms of development and progress.

In your hands lie what we propose as a good partnership for the good of the Capiceños,” he said.

The induction of new KBP Capiz officers was attended by Roxas City Vice Mayor Ronnie Dadivas as well as members of the broadcast, print and cable television media in the entire province.

On the other hand, newly inducted KBP Capiz president Joanne Del Rosario-Dadivas pointed out the role of journalists especially during disasters where mediamen have become frontliners.

New PTV public affairs program to offer in-depth view of May elections

QUEZON CITY, Jan. 30-- The People’s Television Network has come up with a program that will explain what the coming elections is all about.

The first episode of Paghahanda sa Hatol ng Bayan on February 4 will tackle topics such as people’s right to vote, why elections are held every three years, electoral reforms through the years and the importance of mid-term elections.

“We want Paghahanda to equip the electorate with adequate knowledge to help them make an informed
choice come May 13,” Susan Tagle, the show’s producer, said. “Our aim is to provide the electorate a balanced perspective.”

PTV will air Paghahanda Monday to Friday, 3:30 p.m. to 5 p.m. The show will have a live simulcast over PBS Radyo ng Bayan and livestreaming over mediangbayan.ph.

It will feature experts who will provide viewers with insight on topics such as evolution of political parties in the Philippines, the economics of elections, cheating in elections, among others.

“People need to know why we vote for senators, what are the functions of the Senate, how local government units works, how important local legislations are, and so on,” Tagle said.

Paghahanda, to be hosted by Alex Colet and Pinky Aseron, will also feature an election facts segment.

Replays of the show will be aired on PTV from 10-11:30 p.m. of the same day of broadcast. Old episodes can also be viewed at

The program will run until May 10, after which Phase 2 of Hatol ng Bayan election coverage will kick in. From May 12 to 14, Hatol ng Bayan will highlight the most significant events on the eve of election day, election day and the Comelec count of election results.

PDRRMC Capiz pegs Quinta damages at P200M

ROXAS CITY, Capiz, Jan. 10 (PIA6) – Typhoon Quinta left nearly 200-million worth of damages on agriculture, fishery and infrastructure.

In a final report of the Capiz Provincial Disaster Risk Reduction and Management Council (PDRRMC) chaired by Governor Victor Tanco, it showed that the damage on agriculture, particularly on rice, corn and fishery, reached more than P60.12 million.

Specifically, 17,300.21 hectares of rice plantation estimated at more than P50.86 million was damaged by tropical storm Quinta, aside from the more than P7.8-million damage on more than 1,193.3-hectare corn plantation and P885,000 vegetable plantation covering 29 hectares.

The damage on fisheries was likewise estimated at P500,000 while the destruction on infrastructure, particularly on the provincial road covering 285.1 kilometers reached more than P139.7 million.

Typhoon Quinta likewise left four deaths in Capiz due to drowning, with one person still missing, the PDRRMC report revealed.

The typhoon that hit the province last December 25 affected 152 barangays here, involving 15,106 families or 56,812 persons.

It likewise totally destroyed 8 houses and partially damaged 52 houses, the same report showed.

Earlier, the Sangguniang Panlalawigan placed the towns and barangays in Capiz that were affected by flood brought about by heavy rains due to typhoon Quinta under the state of calamity.

Capiz placed under state of calamity

ROXAS CITY, Capiz, Dec. 29 (PIA6) -- The flood-affected towns in Capiz have already been placed under the state of calamity.

In a session by the Sangguniang Panlalawigan of Capiz on December 28, towns and barangays were put under the state of calamity after the same were affected by flood brought about by heavy rains due to Tropical Storm Quinta.

The declaration came after the Provincial Disaster Risk Reduction and Management Council (PDRRMC) here, chaired by Governor Victor Tanco, passed a resolution recommending to the Sangguniang Panlalawigan to declare the entire province of Capiz under a state of calamity.

In its resolution, the Council pointed out that the devastation caused by typhoon Quinta was unprecedented with floodwater level even higher than that of typhoon Frank and the extent of damage on crops, livestock, properties and even lives is undeniably considerable and unimaginable.

The Council likewise stressed the need for the provincial government to provide immediate assistance to needing and affected families and localities, in which the fund source for said assistance can be charged from the calamity fund.

After deliberation by the local Sanggunian, however, it declared those localities that are only affected by the impact of said typhoon under the state of calamity.

Reports from the PDRRMC Action Office as of 6 p.m. of December 28 showed that 151 barangays in Capiz involving 14,577 families or 54,962 persons are affected by flooding due to said typhoon.

Of the total affected barangays, 26 are in Mambusao, 22 in Panitan, 15 each in Panay and Dao, 14 in Pontevedra, 17 in Sigma, 8 in Maayon, 11 in Tapaz, 9 in Cuartero, 7 in Dumalag, 4 in Dumarao and 3 in Roxas City.

Typhoon Quinta likewise claimed two lives here with one person still missing at the height of flooding.

Initial report from the PDRRMC also noted a 16,003.37-hectare damage on rice plantation with an estimated cost of more than P16.53 million and a 386-hectare and 29-hectare damage on corn and vegetable production, respectively.

3,263 helmets in Capiz certified

ROXAS CITY, Capiz, Sept. 1 (PIA6) – At least 3,263 helmets were marked with Philippine Standards (PS) or Import Commodity Clearance (ICC) stickers by Department of Trade and Industry (DTI) – Capiz in the on-going verification and marking on motorcycle helmets.

The activity has also verified 1,705 helmets since July 9.

The Business Regulation and Consumer Welfare Division (BRCWD) of DTI – Capiz is accommodating motorists who want to comply with the Motorcycle Helmet Act of 2009.

We want to serve more motorists and mark helmets with the Bureau of Product Standards (BPS) markings,” said DTI – Capiz BRCWD head Angelita Colmo.

Last July, the Department of Transportation and Communications (DOTC) has ordered the Land Transportation Office (LTO) to defer enforcement of the Helmet Act until Jan. 1, 2013 upon the request of DTI to give them more time to complete inspection of motorcycle head gears nationwide.

The order was originally for implementation on Aug. 1 this year.

Motorists violating the law shall be issued citation tickets and be imposed with appropriate penalties.

Motorcycle drivers and back riders caught not wearing the standard protective motorcycle helmet shall be fined P1,500.00 for the first offense; P3,000 for the second offense; P5,000 for the third offense and P10,000 with confiscation of the driver’s license for the fourth and succeeding offenses.
