Capiz IOs set for 3rd 'Dugtong Buhay' bloodletting

ROXAS CITY, Capiz, March 12 (PIA6) – A mass bloodletting activity dubbed “Dugtong Buhay” is set on March 15 at the Philippine Red Cross (PRC) – Capiz Chapter here to provide the local blood bank adequate blood supply.

The initiative, now on its third year, is spearheaded by the Philippine Information Agency through the support of the Capiz Association of Government Public Information Officers, Inc. (CAGPIO) and Philippine Dental Association (PDA) – Capiz Chapter.

“We are encouraging everyone to join us and voluntarily donate their blood to help others in need of blood,” said newly inducted CAGPIO president and Capiz Police Provincial Office (CPPO) Public Information Officer (PIO) SPO1 Donna B. Asmod.

The upcoming blood donation activity targets policemen, jail officers, coast guard personnel, PIOs, local government unit employees and students aside from “walk in” voluntary blood donors.

In September 2012, a similar activity was facilitated by PIA, CAGPIO and PDA – Capiz Chapter that generated 53 bags of blood for the PRC.

The supply of blood colleced during the 2nd Dugtong Buhay formed part of the estimated 2,000 bags of blood in a series of mass blood donation activities in 2012.

The life-saving activity is in response to the increasing number of dengue patients in the province and the PRC’s campaign for more voluntary blood donors this year.

Agri-fishery survey up in Capiz

ROXAS CITY, Capiz, March 11 (PIA6) – Capiceños are urged to provide support in the ongoing survey on agriculture and fisheries.

Capiz National Statistics Office head Engineer Frankie Dordas said that the Census on Agriculture and Fisheries (CAF), which already started last February 25, need public support in order to generate accurate and complete information from the grassroots.

He added that the CAF is a nationwide undertaking that is geared towards the collection and compilation of data on the country’s agriculture, aquaculture and fishery sectors.

Nationwide, NSO hired and trained about 22,000 team supervisors and 45,000 enumerators to undertake the different phases of field operations, he said.

In Capiz alone, Dordas revealed that a total of 654 personnel were hired, 438 of whom are census enumerators and the other 216 are team supervisors.

He explained that the survey team is currently conducting the listing of households and enumeration of agricultural, aquacultural and fishery operators in the 473 barangays in Capiz.

“The data being collected is based on 2012, that is, from January to December 2012,” Dordas said.

He added that expected to be gathered in said census are information on agriculture such as the characteristics of operator or hire manager, physical area of the holding, tenurial status, land utilization, irrigation facility, crops planted, and livestock and poultry raised.

Dordas pointed out that for aqua farms, the type, location and size of aqua farm and the species cultured will be asked.

“For fisheries, the enumeration will focus on the characteristics of fishing operators, category of fishing operation, tonnage of fishing boats or vessels used, and the kind and number of fishing gears,” he said.

According to him, the survey likewise include the community module which hopes to obtain information on agriculture or fisheries facilities and services, dominant terrain, and destructive natural calamity in the past five years in all the barangays in the country.

Considering the importance of generated data in planning and policy formulation, Department of the Interior and Local Government Secretary Mar Roxas has directed all local chief executives, including the barangay captains and DILG officials to provide support for the successful conduct of the said survey. Water District implements better billing, collection system

ROXAS CITY, Capiz, March 8 (PIA6) - The Metro Roxas Water District is now implementing the new billing and collection system (BCS) in response to further improve service to its concessionaires.

The new system, which features the quick billing, introduces a new way to read consumptions, bill the concessionaires and the new data management of accounts of each concessionaire, MRWD Information Officer Dante Arcangeles said.

He explained that in the previous system, the MRWD meter readers read the water meter and bring the data to their office for checking, encoding in the system and printing. Then it will be checked for balance or arrears and disconnection.

Arcangeles said that the old process took 4 to 5 days before the bill could be delivered to the concessionaires.

“In the new BCS, the concessionaire’s water meter consumption is immediately read and the bill of the so called Statement of Account is given outright,” he said.

He added that the MRWD provides new electronic meter reading devices installed in the system that will be used by the meter readers and it has a querty keypad virtual option and passive stylus or finger operation, with a built in Windows Operating System where a handheld printer can be attached.

Arcangeles said that the new device allows the meter readers to input the data and print the receipt right after, thus giving the concessionaires a few more days to prepare their payment before the due date of their bills.

He pointed out that the Statement of Account gives more information to the consumers of what covers their payment and also informed them about their previous arrears that need their attention.

The development of the new BCS, he said, is under the supervision of Accounting, Budget and Cash Division Manager Jogi Delfin.

Capiz receives P7-M ‘good housekeeping’ incentive

ROXAS CITY, Capiz, March 8 (PIA6) – The Department of the Interior and Local Government (DILG) Regional Office 6 turned over a P7-millon cheque as part of the Seal of Good Housekeeping Award for 2011 to the Capiz provincial government last March 7 at the Provincial Capitol here.

DILG Regional Director Evelyn Trompeta led the awarding of the amount to Capiz Gov. Victor A. Tanco, Sr. before local tri-media practitioners, some provincial government officials as well as departments heads and DILG regional and provincial staff.

“This represents the hardwork in building Capiz as a model province of good governance,” noted Tanco when asked for comment after the turn over of the incentive.

He added that the amount will be used on road projects in Maayon, Dumalag ang Tapaz towns.

In September 2012, a marker for the Seal of Good Housekeeping award was given by Trompeta to Tanco in a simple ceremony.

The DILG award recognizes the LGUs exemplary performance in governance, transparency and accountability.

It is also a mechanism used to identify LGUs that exhibit strong performance in the key governance areas of planning, fiscal management, transparency and accountability and valuing performance monitoring.

Capiz PNP sets peace pact signing

ROXAS CITY, Capiz, March 7 (PIA6) – A peace covenant signing will be conducted by the Capiz Police Provincial Office (CPPO) for candidates in the May 2013 elections of Roxas City, Pan-ay town and the provincial government on March 13 at the Metropolitan Cathedral here.

The activity, in coordination with the Commission on Elections (COMELEC) and Parish Pastoral Council for Responsible Voting (PPCRV), is in line with the Philippine National Police’s (PNP) Safe And Fair Election (SAFE) 2013 campaign.

CPPO Public Information Officer SPO1 Donna B. Asmod said that a holy mass will be conducted prior to the political candidates signing of the covenant before witnesses that include local media practitioners, law enforcement authorities, barangay and COMELEC officials, non-government organizations representatives and criminology students.

“Other municipalities have already conducted the covenant signing in separate occasions,” Asmod noted.

During the program, Capiz police director Senior Supt. Domingo S. Cabillan will read the covenant which stipulates that local candidates will condemn threats, intimidation, use of private armed groups and other illegal activities to advance their respective political interests.

The covenant has been translated in Hiligaynon for a deeper understanding and appreciation of the candidates and Capiceños.

The activity will be graced by Police Regional Office (PRO) – 6 director Chief Supt. Agrimero E. Cruz, Jr. and Philippine Army’s 61st Infantry Batallion Commanding Officer Lt. Col. Cristopher C. Sab-it, Sr. and COMELEC Provincial Election Supervisor lawyer Elizabeth D. Doronila, among others.

The SAFE campaign aims to ensure that the 2013 elections is safe and free of violence.

Information officers reminded of PNoy’s dev’t. thrusts

ROXAS CITY, Capiz, March 6 (PIA6) – Public information officers were reminded of their important role in achieving the government’s five development thrusts.

Western Visayas Regional Director lawyer Ma. Janet C. Mesa of the Philippine Information Agency, during the induction of new set of officers and board of director of the Capiz Association of Government Public Information Officers (CAGPIO), March 5, stressed that public information officers should not only be advocates of the programs of their respective agencies but of the entire government bureaucracy.

Mesa said that everyone in the government should be information officers , who are to advocate to the public what the government is all about, what it is trying to do and what it is trying to achieve.

She also reiterated that all the efforts of President Benigno S. Aquino III administration is focused on the development thrusts, namely good governance, economic development, human development, climate change and justice, pace and security.

“It is the role of the information officers to inform, educate, communicate and inspire people who have lost hope that their life will be better and that a brighter future awaits them,” Mesa stressed.

She also urged members of the CAGPIO to be the motivating spark to their co-employees and intensify advocacy efforts in letting the people to be aware, understand and accept the government’s direction for the development of the country.

Mesa likewise emphasized that the government has been trying to put everything in place so that everyone is attended to and served.

She also extended her thanks and appreciation to Roxas City Mayor Angel Alan Celino and the provincial government of Capiz headed by Governor Victor Tanco for the untiring support and assistance to the CAGPIO and the PIA that had helped so much in attainting the set goals.

On the other hand, Mayor Celino acknowledged the role and responsibility of the public information officers in bringing the truth and correct information to the citizenry.

He likewise assured the CAGPIO and the PIA for the city government’s support to the various programs, projects and activities that are geared towards the development of the people.

KBP leaders join Cebu confab

ROXAS CITY, Capiz, March 2 (PIA6) – Top officials of the Kapisanan ng mga Brodkaster ng Pilipinas (KBP) – Capiz chapter joined their counterparts from various parts of the country in the 16th Cerge M. Remonde Chapter Leaders Conference last Feb. 28 to March 2 in Cebu City.

The Capiz delegates who made up the 80 participants were KBP Western Visayas coordinator and RMN – Roxas City station manager Ely Abarra and KBP – Capiz performance officer and IBC dyJJ station manager Rexam Laguda.

“We also have colleagues from Aklan, Negros Occidental and Iloilo who attended the conference,” said Laguda.

The three-day gathering discussed updates and regulations in the KBP local chapters, State of the Broadcast Media and challenges to KBP, The Case for Self-Regulation in the Broadcast Media, KBP Guidelines on Blocktimers, 2013 Election Rules and Guidelines and The Incentives Program for KBP Chapter.

The Ad Standards Council, which collaborates with KBP – National and KBP Cebu chapter in the conduct of the congress, was also given time to present updates, issues and concerns to broadcast participants.

Laguda added that Oplan Broadcastreeing 2013 and awarding of outstanding performers of the pro-environment initiative were also among the highlights of the gathering.

Oplan Broadcastreeing is a partnership project of KBP and the Department of the Interior and Local Government (DILG) will help realize the 2011 to 2016 greening efforts which target to plant about 1.5 billion trees in an estimated 1.5 million hectares of lands in public domain.

Parents, officials should help ensure peace, order

ROXAS CITY, Capiz, Feb. 28 (PIA6) – Capiz officials called on the parents and barangay officials to join forces to ensure peace and order here.

In the recent emergency meeting of the Roxas City Peace and Order Council called by City Mayor Angel Alan Celino, councilor Powell del Rosario said that the parents play a vital role in ensuring that their children are under their watch in order that they will not be involved in any criminality.

Del Rosario also said that barangay officials equally have the role in securing their people and ensuring the peace and order situation in their respective areas.

He said that the city’s curfew ordinance for minors should strictly be enforced in order that children will not be wandering in the streets from 10 o’clock in the evening until 4 o’clock in the morning.

The emergency meeting of the RCPOC came after Mayor Celino feel alarmed of the series of robbery incidents in the city involving business establishments, houses and government offices.

“Children are being used by adults in the robbery operations because of the protection given by law to said minors,” del Rosario said, adding that the city’s Junkshop Ordinance requiring junkshop peddlers to have identification cards from the city licensing office must also be enforced.

On the other hand, the council members emphasized the need to heighten police visibility through an intensified police mobile and foot patrol as well as intensification of the police’s intelligence network.

'Tunog Capiznon' CD now out

ROXAS CITY, Capiz, Feb. 26 (PIA6) – A compact disc (CD) of “Tunog Capiznon” album is now out and available for sale at the Provincial Tourism and Cultural Affairs Office (PTCAO).

A songwriting and composition workshop was conducted by the provincial government and the National Commission for Culture and the Arts (NCCA) as among the initial steps for the realization of the project,
said PTCAO head Alphonsus Tesoro

The compositions and popular Visayan folk songs CD was launched in time with the 118th birthday of Capiceña diva and National Artist for Music Jovita Fuentes last Feb. 15 at the Ground Floor of the Provincial Capitol Building here graced by Capiceño composers and lyricists, local officials, tourism officers and provincial government employees.

The Capiznon songs were harmonized and arranged by excellent musician, world-class composer, conductor and music education teacher Dr. Alfredo S. Buenaventura and include Banwang Pinasahi, Pinalangga ko nga Ginikanan, Mabugnaw nga Hangin, Paghigugma, Banwang Puluy-an, Banwa sang Panit-an, Sa Diin Si Nanay?and Inilusan sa Mambusao.

Beunaventura, also a winner of several national composition contests, helped the province during the workshop.

Capiz readies for the May election

ROXAS CITY, Capiz, Feb. 23 (PIA6) – Preparations for the forthcoming May 2013 midterm elections have already put in place.

In the recent conference of the Joint Provincial Security Coordinating Center headed by Capiz Election Supervisor lawyer Elizabeth Doronila, different issues pertaining to the said upcoming elections were given emphasis.

Western Visayas Commission on Election Regional Director Renato Magbutay, during the conference, directed all the city and municipal election officers to perform well their tasks and responsibilities during the electoral process and to coordinate matters to the center that are needing police or military assistance.

Information Officer Donna Asmod of the Capiz Police Provincial Office said that PNP Provincial Director Domingo Cabillan, on the other hand, emphasized the importance of coordination among members of the PJSSC.

Cabillan, she said, also directed his staff officers and chiefs of police to strictly follow the guidelines set by the Commission and to avoid lapses in the performance of their duties and ensure a secured and fair election in Capiz.

Asmod said that the PJSSC meeting was also attended by Philippine Army’s 61st Infantry Battalion Commanding Officer Christopher Sab-it, Asst. COMELEC Regional Director Felicisimo Embalsado, PNP Special Action Force Commander Angelo Camuyot, city and municipal election officers in Capiz.

Part of the conference was the discussion on the salient provisions of the election law such as COMELEC Resolution No. 9091 or the Calendar of Activities and Periods of Certain Prohibited Acts, COMELEC Resolution No. 9026 or the Request for the Concurrence of the President in the Deputation of the AFP and the PNP, and COMELEC Resolution No. 9028 or the Rules and Regulations on the Bearing, Carrying or Transporting of Firearms and other deadly Weapons; and the Employment, Availment or Engagement of the Services of Security or Bodyguards Personnel, among others.

‘Sec. Mar’ graces WVRAA

ROXAS CITY, Capiz, Feb. 21 (PIA6) – Secretary Mar Roxas (Sec Mar) of the Department of the Interior and Local Government (DILG) watched and cheered in a football game in the ongoing Western Visayas Regional Athletic Association (WVRAA) Meet last Feb. 20 at the Villareal Stadium here.

The game was between Capiz and Antique booters at the elementary level.

“We would like to greet and welcome the delegates,” said the Capiceño cabinet secretary who also interacted with local tri-media practitioners before gracing the opening ceremonies of the WVRAA’s cultural competition.

Roxas has also introduced a football coach from Metro Manila who formed part of his party upon arrival at the stadium to Capiz football team coach.

“Let’s show our hospitability and accommodation and the best of Capiz,” said the Malacañang official who was in the province to welcome Pres. Benigno S. Aquino III at the Roxas City Airport and join the President in a meeting with local leaders and the community at Sigma Civic Center in Sigma town.

The five-day sporting event kicked off Feb. 18 with a colorful traditional parade of the delegations from Aklan, Antique, Guimaras, Iloilo, Negros Occidental and Capiz from the public plaza here to the stadium.

About 4,000 athletes, coaches and WVRAA officials gathered for the 17 sporting events in both elementary and secondary level.

PNoy wants Capiz as agri-tourism site

ROXAS CITY, Capiz, Feb. 20 (PIA6) – President Benigno S. Aquino III has directed Agriculture Sec. Proceso Alcala and Tourism Sec. Ramon Jimenez, Jr. to ensure implementation of a project that will make Capiz an agri-tourism destination.

This was conveyed by the President in today’s meeting with local leaders and the community at Sigma Civic Center in Sigma town.

The idea to develop the province as an agri-tourism site was an offshoot of Pres. Aquino’s engagement with Capiz Gov. Victor A. Tanco and other local officials at a seaside restaurant a few years ago.

“In Manila there are live seafood markets where customers choose and have it cooked on a preferred menu,” Aquino noted,adding that it will be more fun if local seafood restaurant patrons will be given the chance to catch seafoods of their choice at their natural habitat.

“Kung magkaroon ako ng oras gusto ko ma experience yan,” he stressed. (If I have the time I would try it.)

In 2011, the President has also urged local government officials and the private sector to work with the national government in developing Capiz’ tourism potentials especially its seafood to lure tourists going to Boracay to choose Capiz as their next tourist destination.

The upcoming collaboration of the Departments of Agriculture (DA) and Tourism is a big boost in the provincial government’s efforts in attaining a “Captivating Capiz” development vision and battlecry.

Tourism development and promotion is one of the major thrusts of the Tanco’s administration.

The province is dubbed as the "Seafood Capital of the Philippines", boasting its 80-kilometer coastline and wide expanse of swampy lands easily converted into fishponds.

PNoy assures Capiceños of more dev’t. projects

ROXAS CITY, Capiz, Feb. 20 (PIA6) – President Benigno S. AquinoIII assured Capiceños of more development programs and projects for the benefit of the people, particularly for the poor.

The President, was in Sigma, Capiz, February 20, for a meeting with local officials and the community, said that for the Pantawid Pamilya program alone, Capiz has enrolled 37,193 households for the program as of December 2012, which is higher than its household target which was only 37,100 for the said year.

He explained that the program aims to ensure that all children will be given immunization and are attending classes, and that mothers and their children are also availing of free check up.

The President said that the country has 5.2 million families or households living below poverty, hence the government is taking step to address the country’s problem through the provision of assistance for children to finish education and later to have work that will alleviate their living.

He also said that Capiz will be developed into agri-tourism site in the country as he had already directed Agriculture Secretary Proceso Alcala and Tourism Secretary Ramon Jimenez Jr. to ensure that all programs and projects to the realization of such will be put in place in the province.

President Aquino, who was accompanied by Department of the Interior and Local Government Secretary Mar Roxas, stressed that the infrastructure projects such as the Maayon communal irrigation project will benefit more farmers.

The irrigation project, he said, will also give employment to 800 workers.

He added that the improvement and upgrading of the Culasi port, river landings and construction of the Roxas City airport terminal will be done this year.

He pointed out that if Capiceños will take steps by deciding and convincing others to join the “Tuwid na Daan” the program thrust of the government will be a success.

PNoy's aggie promise continue to pour in Capiz

ROXAS CITY, Capiz, Feb. 19 (PIA6) – Twenty – five pump and engine sets have been released by the Department of Agriculture (DA) to various farmers associations and cooperatives in Capiz last month.

The farm equipment formed part of the multi-million assistance of the Aquino administration to Capiceño farmers to ensure food security and rice self sufficiency in the province.

The project will complement the much bigger irrigation projects by the National Irrigation Administration (NIA) for the province’s rain-fed farmlands.

Based on records of the Office of the Provincial Agriculturist (OPA), a total of 6,543 laminated sacks and 194 collapsible dryer cases under the DA – Agri Pinoy Rice Program were released to farmers for this year.

In 2012, the DA through OPA released 42 hand tractors, 14 rice threshers, two 4-wheel drive tractors, three rice combine harvester, two rice transplanters and a rice mill were turned over to farmer beneficiaries.

These farm machineries were in line with the Farm Mechanization Program of the DA and were released a few months after Pres. Benigno S. Aquino III pledged the assistance in time for his first presidential visit to Capiz in July 2011.

It also complements on the Adequate Infrastructure Support System thrust of the provincial government under the administration of Capiz Gov. Victor A. Tanco, Sr.

The thrust includes provision of production and post-harvest facilities, rehabilitation of Panay and Mambusao River irrigation systems, road development and construction and improvement of transport facilities, among others.

The national government’s aid to farmers also included the construction of flat bed dryers and multi-purpose drying pavements.

In support to the Rice Self Sufficiency Program, various varieties of registered and upland rice seeds as well as fertilizers were given to farmers identified by OPA in coordination with the Municipal Agriculturists.

“A lot of farm machineries are still up for Capiceño farmers this year,” said Provincial Agriculturist Sylvia dela Cruz.

BJMP calls on public support for rehabilitation of inmates

ROXAS CITY, Capiz, Feb. 15 (PIA6) – Family and community support are needed for the development and rehabilitation of inmates.

Roxas City Bureau of Jail Management and Penology Warden Jairus Anthony Dogelio emphasized that the family and the people in the community should be ready to help and provide assistance to the inmates for them to become better and more productive citizens.

“Those who are in jail could have done wrong only because of some circumstances that are beyond their control,” he said.

He also appealed to the public to provide support and understanding instead of discriminating and making them outcasts of society.

“As part of empowering and building up of the inmate’s self-confidence, we are now calling them as “residents”, he said, adding that they are also renaming the Cell Numbers into Barangays.

Dogelio said that for the 134 inmates in said jail, of whom 128 are males and six are females, they are initiating several programs to change the residents to become better and more productive individuals while under the government’s custody.

He revealed that some of the residents are into livelihood activities such as the hollow blocks and candle making as well as woodcraft and handicraft making to augment their family income.

“As part of our livelihood program for them, we have already conceptualize the paper bag making which is also in support to the Roxas City’s No Plastic Days ordinance” he said.

Dogelio also revealed that during the recent registration of voters, a total of 68 detainees were initiated to be registered with the Commission on Election.

He said that the provision of paralegal services, , recreation and physical fitness activities, skills training and knowledge and updated information through its “Bantay Ko, Guro Ko” Alternative Learning System, aside from the livelihood program, the inmates are given hope and importance as we continue to give value and dignity to their lives while in jail.

Dogelio said that because of the new programs in the correction system which is a social responsibility to prepare the inmates for mainstreaming in the community, they have widen their insights and capacity to become useful and productive citizen as they look forward to be back to their respective families.

On the other hand, he is hopeful that the fencing of the additional 1,000-square meter lot donated by former Roxas City Health Office head Dr. Evelyn Sicad will provide more space to the inmates for their livelihood, training and therapeutic activities.

‘Sayaw Pinoy’ in Capiz Feb. 18 -19

ROXAS CITY, Capiz, Feb. 15 (PIA6) – The country-wide tour of “Sayaw Pinoy” project of the National Commission for Culture and the Arts (NCCA) will be in Capiz on Feb. 18 to 19 for a series of dance performances in view of the National Arts Month celebration.

The presentation will feature the Quezon City Ballet, Kislap Sining Dance Company of the Philippine Normal University and Saint Louis University Dance Troupe in Baguio City.

“Sayaw Pinoy will perform at Pontevedra as well as Sigma towns and at the Provincial Park here for the delegates of Western Visayas Regional Athletic Association (WVRAA) Meet and other onlookers,” said Provincial Tourism and Cultural Affairs Officer Alphonsus Tesoro.

He added that local dance groups that include Silak Dance Company of Filamer Christian University, Sarayawan Dance Company of Colegio dela Purisima Concepcion, Capiz National High School Dance Troupe, Energetic Explosion and Break – A – Leg Dance Troupe will also join in the Sayaw Pinoy presentation at the park.

Different forms of dance such as indigenous dances, folk dances, classical ballet, modern and contemporary dances and hip-hop will be showcased by the dancers.

“Sayaw Pinoy presentation has been in the province in the past four consecutive years,” Tesoro noted.

The project serves as a venue for NCCA’s engagement with municipalities which may not have been reach by the Commission’s programs and assistance in the past.

4,402 run to save lives in Roxas City

ROXAS CITY, Capiz, Feb. 13 (PIA6) – A deluge of runners clad in red t-shirts virtually filled a single lane of Arnaldo Boulevard here last Feb. 10 in line with the simultaneous nationwide 2nd Million Volunteer Run.

Based on the Philippine Red Cross (PRC) – Capiz chapter records, a total of 4,402 participants have registered for the three-kilometer run from the public plaza through Arnaldo Boulevard to the People’s Park in Barangay Baybay.

The event dubbed “Run to Save Lives” was highlighted by an exercise at the park through the Department of Health (DOH) regional office – 6 that provided a dance exercise instructor.

PRC – Capiz Blood Service representative Ray Martinez said that P312,960.00 amount that included pledges from various local government units was generated from the activity.

Part of the proceeds of the Run will be used to fund the training program of the 143 volunteers.

PRC has organized Red Cross 143 volunteers, a flagship volunteer program that recruits and trains 44 volunteers in every barangay – one leader and 43 members - on disaster management including disaster risk reduction and disaster response.

A short program to recognize top 10 runners who reached the finish line, sponsors and participants ended the early morning initiative.

Among the participants of the 2nd MVR here were LGUs, schools, media organizations, civic clubs as well as private groups and hospitals.
