ROXAS CITY, Capiz, Nov. 7 (PIA6) – The Civil Service Commission called anew on government offices and educational institutions to conduct the flag-raising ceremony every Monday.
Capiz CSC Director lawyer Maria Lina Gonzaga once again reminded public offices as well as schools to strictly observe the flag-raising ceremony as mandated under Section 18 of Republic Act No. 8491, otherwise known as the Flag and Heraldic Code of the Philippines.
Gonzaga explained that under such law, all government offices and schools shall observe the flag-raising ceremony every Monday morning and the flag lowering ceremony every Friday afternoon.
She added that the ceremony shall be simple and dignified and shall include the singing of the Philippine National Anthem.
The call came after the CSC observed that most government offices do not conduct the flag raising ceremonies whenever a holiday falls on a Monday, she said.
Gonzaga likewise clarified that when a holiday falls on a Monday, the flag-raising ceremony shall be done on the first working day following the said holiday.
Section 2 of said law emphasizes that reverence and respect shall at all times be accorded the flag, the anthem, and other national symbols which embody the national ideals and traditions and which express the principles of sovereignty and national solidarity.
The law likewise pointed out that the heraldic items and devices shall seek to manifest the national virtues and to inculcate in the minds and hearts of our people a just pride in their native land, fitting respect and affection for the national flag and anthem, and the proper use of the national motto, coat-of-arms and other heraldic items and devices.
