Water District implements better billing, collection system

ROXAS CITY, Capiz, March 8 (PIA6) - The Metro Roxas Water District is now implementing the new billing and collection system (BCS) in response to further improve service to its concessionaires.

The new system, which features the quick billing, introduces a new way to read consumptions, bill the concessionaires and the new data management of accounts of each concessionaire, MRWD Information Officer Dante Arcangeles said.

He explained that in the previous system, the MRWD meter readers read the water meter and bring the data to their office for checking, encoding in the system and printing. Then it will be checked for balance or arrears and disconnection.

Arcangeles said that the old process took 4 to 5 days before the bill could be delivered to the concessionaires.

In the new BCS, the concessionaire’s water meter consumption is immediately read and the bill of the so called Statement of Account is given outright,” he said.

He added that the MRWD provides new electronic meter reading devices installed in the system that will be used by the meter readers and it has a querty keypad virtual option and passive stylus or finger operation, with a built in Windows Operating System where a handheld printer can be attached.

Arcangeles said that the new device allows the meter readers to input the data and print the receipt right after, thus giving the concessionaires a few more days to prepare their payment before the due date of their bills.

He pointed out that the Statement of Account gives more information to the consumers of what covers their payment and also informed them about their previous arrears that need their attention.

The development of the new BCS, he said, is under the supervision of Accounting, Budget and Cash Division Manager Jogi Delfin.

As of December 31, 2012, MRWD is having 25,205 active service connections covering the areas of Roxas City, Panay, Ivisan, Panitan, Sigma and Olotayan island in Roxas City, Arcangeles revealed. (JCM/JBG/PIA6-Capiz)
